Singapore visa photo: 400 × 514 pixels, and why ICA says not to use a selfie
Use your phone, but ask someone else to take the photo: ICA discourages selfies. For e-Services, prepare a 400 × 514 pixel colour photo on white, taken within the last three months, in an accepted format and no larger than 8 MB.
What should you check before uploading your Singapore visa photo?
Use this checklist from taking the picture through exporting the finished file. The ICA photo guidelines cover the upload specifications, appearance requirements and advice on using a phone.
Ask another person to take the photograph. You can use a phone. ICA does not recommend selfies and advises asking someone to help take the picture. A phone photo taken by another person follows that recommendation without requiring you to change cameras.
Take a colour photograph against a white background.
Show your full face. Headgear is allowed only if you wear it habitually for religious or racial customs. It must not hide your facial features.
Use a photograph taken within the last three months. ICA's visa requirement calls for a "recent passport-sized colour photograph taken within the last three months". If you are using an existing picture, check when it was taken.
Prepare the upload at 400 × 514 pixels. ICA recommends mobile apps designed for passport or ID photos and permits image-editing software on a computer for resizing. ICA requires the photograph not to be altered or enhanced.

Can you resize the photo without breaking the no-enhancement rule?
Yes. ICA explicitly allows you to use image-editing software on a computer to resize the photo. Its instruction that the photograph must not be altered or enhanced still applies.
ICA also recommends mobile apps designed for passport or ID photos.

These are the file-preparation mistakes worth catching:
Using a photo older than three months. ICA requires a photograph taken within the last three months.
Treating resizing permission as permission to enhance. ICA allows software for resizing while retaining its no-alteration-or-enhancement requirement.
Relying on the crop alone. ICA also requires a recent colour photograph on a white background with the full face shown.
Why does ICA discourage selfies if you can use a phone?
ICA allows phone photography but does not recommend selfies. Its practical instruction is to ask someone to help take the photograph.
The supported answer is narrower: use a phone if you want, and have another person take the picture.
Also keep the wording in proportion. "Does not recommend selfies" is a recommendation against taking the picture yourself, not a statement that phone cameras are prohibited. Asking a helper to operate your phone addresses that advice directly.
